Search for a sign
Search reads Unicode names and CLDR search words, so nope finds Thumbs down and mute finds Bell with slash. Pick a skin tone under More options and the people, the hands and four of the combos follow it.
Two red signs, one confusing name
Prohibited is the red circle with a diagonal line. No entry is the red circle with a level bar. Unicode's own name for the first is No entry sign, which is why CLDR lists entry for it. Head shaking horizontally, from Emoji 15.1, is Slightly smiling face joined to an arrow, and an older device shows those two parts.
Tips
The crossed arms are the calm refusal: the Unicode names list says the gesture conveys no deal or not ok, not anger.
To ban something that has no sign of its own, put Prohibited in front of it, as No cap does with Billed cap.
In a field that refuses emoji, send Ballot x or the circled letters. Both are plain text.

Which one is the no emoji?
Person gesturing NO. Unicode named it FACE WITH NO GOOD GESTURE, and its names list calls it the inverse of Face with OK gesture. CLDR writes the search word in capitals, NO, for the person, woman and man forms and for no other emoji.
Is the red X a no emoji?
Not to CLDR, which lists cancel, multiply and x for Cross mark, never no. It sits in the second group beside NG button. The first group is all 23 emoji CLDR files under no; Exploding head and Astonished face qualify through no and way.
Can I put a no sign over any character?
In theory. Enclosing circle backslash, U+20E0, is a combining mark: pasted after a character, it is meant to be drawn round it. In practice the font decides, and some draw it badly or not at all. The copy here carries it on a no-break space.
