Knot and Bison date from Emoji 13.0 and Beans from 14.0, and a device with older fonts shows an empty box. <):) and the lasso are plain ASCII and arrive anywhere text does. The text hat uses two macrons, which Unicode notes do not join, so the crown may show a gap. สแด‡แด‡สœแด€แดก and ๐‡๐Ž๐–๐ƒ๐˜ are not plain letters, and screen readers handle them badly.

Is there a cowboy hat emoji without the face?

No. The only emoji with cowboy in its name is Cowboy hat face, formally Face with cowboy hat. The hats that stand alone are Woman's hat, Top hat, Billed cap, Graduation cap and Rescue worker's helmet. For a bare cowboy hat, copy the text _/ยฏยฏ\_.

Is there a cowgirl emoji?

Not a separate one. CLDR gives Cowboy hat face four search words, cowboy, cowgirl, face and hat, so one character answers to both. It has no man or woman form and takes no skin tone: no emoji in Unicode's face subgroups does.

Is there a sheriff emoji?

No. CLDR files no emoji under sheriff, and the only one under badge is Name badge. Sheriff in town stands a Star after Cowboy hat face, and the badge stars โœช, โœฏ and โ˜… are text symbols, not emoji.
