They are in the file's own order, with neighbouring subgroups merged under one heading. One guest is added, Biting lip, from the body-parts subgroup of People & Body, because people ask for it as a face. Nine of the 173 are lifted to the top: the four emoji CLDR files under confused, Confused face first, then five that people ask for by a word that is not their name (embarrassed, lip bite, melting, yikes, scared). The eight that belong to the group are also filed under their home heading.
