Six flowers, and what Unicode calls them
✿ is Black florette, U+273F, in 54 entries. ❀ is White florette, in 25. ❁ has eight petals, ✾ has six, and ❃ is officially a Heavy teardrop-spoked pinwheel asterisk. Those five sit in the Dingbats block. ⚘ is simply Flower, U+2698, the only one on a stem, in 16 entries. Search solid, outline, pinwheel or stem to see one kind.

How do you type a flower kaomoji?
You copy it. None of the six flower characters is in ASCII, the set a standard keyboard types, so no face here is keyboard only. Tap (◕‿◕✿), paste it, then change the eyes or the mouth by hand if you want another mood.
What does (◕‿◕✿) mean?
A smiling face with a flower over one ear. Wikipedia's List of emoticons files it as Flower Girl. The flower is ✿, Black florette, the mouth is ‿, Undertie, and each eye is ◕, a circle with all but its upper left quadrant black.
Which flower kaomoji says sorry?
Three do. (╥﹏╥)つ✿ offers a flower in tears, (´･ω･`)つ⚘ holds a stem out sheepishly, and m(_ _)m ✿ bows with one laid down. Wikipedia's List of emoticons gives m(_ _)m as a kowtow for respect or a dogeza for apology.
Is ✿ an emoji?

Some are forms in common use that nobody owns.
